    The capture and analysis of data is transforming the 21st Century. As society becomes more data driven, data has the ability to drive the bottom line for private companies and help the public sector to define where and how services can best be delivered. In City Open Data Policies: Learning by Doing, the National League of Cities identifies how cities can take advantage of the opportunities presented by open data initiatives.SUMMARY OF RECOMMENDATIONSLeadership: Political support stands out as one of the key requirements to implementing a successful open data project.Appropriate Legislation: Enacting legislation or formal policies is a crucial step toward ensuring the growth and sustainability of open data portals. Funding: Open data initiatives do not require high levels of funding. It is, however, important that the programs have their own budget line items where resources are specifically allocated. Technical Approach: Leading U.S. cities rely on commercial platforms that facilitate the implementation of open data initiatives, provide technical expertise, and ensure 24/7 customer support, often at a lower cost than providing these services in-house. Stakeholder Involvement: Open data is a two-way process. It is, therefore, essential to encourage participation and engagement among multiple stakeholders including: community members; non-profits; universities; the press; businesses; city departments; and other levels of government. Many cities adopt a flexible, and usually informal, approach to interact with the stakeholders. Measuring Success: Developing evaluation tools should be an integral part of any future open data policies

    Comment on "Properties of the recovery phase of extreme storms" by Choraghe et al. (2021)

    Choraghe et al. (2021), based on a study of the recovery phase of the SYM-H index of 31 extreme geomagnetic storms, have recently concluded that the hyperbolic decay function is only able to explain the complete recovery phase of about one third of events and that both the exponential or the hyperbolic decay functions fail to explain the late recovery phase of storms. Furthermore, they propose a linear function to model the late recovery phase and claim that the proposed model could throw new light on the relative importance of different physical processes involved during the complete recovery phase of extreme storms. We assert that the Choraghe et al. (2021) conclusions regarding the recovery phase of extreme storms analysis are incorrect and in particular are based on a misunderstanding of the nature of the evolution of the SYM-H index and the energy balance of the ring current

    The purpose of this paper is to commence studying the incompatibility in the Atanassov's intuitionistic fuzzy sets framework. In order to do this, firstly we deal with the concept of T -incompatible sets, where T is an intuitionistic t- norm, relating it with the N-contradictory sets, where N is a intuitionistic fuzzy negation. Next, an axiomatic model for measuring T -incompatibility is introduced, and finally some methods for obtaining families of such measures are provided

Para ello, con el objetivo de afinar ciertos aspectos y poder trasladarlos a dicho campo, primero se retoma el concepto de antonimia y la obtención de antónimos en el contexto de los conjuntos borrosos, donde se analiza la construcción mediante involuciones. Después, se introducen los conceptos de conjuntos intuicionistas antónimos y de función antónimo obteniendo una familia de dichas funciones.     El trabajo expone una intervención de Terapia Ocupacional enfocada desde el ámbito de Atención Temprana y dirigida especialmente al área psicomotor de un paciente con Parálisis Cerebral Infantil (PCI) con hemiplejia derecha. Se entiende por Atención Temprana al conjunto de intervenciones dirigidas a la población infantil de 0-6 años, a la familia y al entorno, que tienen por objetivo dar respuesta lo más pronto posible a las necesidades transitorias o permanentes que presentan los niños con trastornos en su desarrollo o que tienen el riesgo de padecerlos. En la redacción se hace referencia a conocimientos básicos sobre la patología, tratamiento, métodos de evaluación e incluso al centro con servicio de Atención Temprana en el cual se inserta al usuario; todo ello con el objetivo de ofrecer una comprensión más profunda del trabajo. La intervención tiene como objetivo aumentar las capacidades dentro del área de desarrollo psicomotor, disminuyendo la distancia existente entre la edad de desarrollo y la edad cronológica; además de potenciar diferentes habilidades para una mejora de la calidad de vida y un incremento de la independencia del usuario. Tras una ficticia puesta en práctica, se hace una recolecta de datos mediante los métodos de evaluación seleccionados y se plantea un informe de resultados conforme a lo obtenido. Finalmente una breve conclusión que hace referencia a la importancia de la Terapia Ocupacional en la rehabilitación con Parálisis Cerebral, de la organización y el orden de las sesiones de tratamiento y del papel de la familia en la intervenció

    This paper is devoted to introduce an axiomatic model to distinguish what functions are suitable for measuring the degree of contradiction between two Atanassov's intuitionistic fuzzy sets. After stating the needed background, in section 2, we justify and present the axioms that a contradiction measure must satisfy, and the first examples are set out. After motivating the necessity of achieving some definition for modelling the continuity, in the next section we introduce the concepts of semicontinuity from below and semicontinuity from above for contradiction measures. Finally, in section 4, some families of contradiction measures are constructed

    In, an axiomatic model for contradiction measures on Atanassov Intuitionistic fuzzy sets was presented; there, different kinds of those measures, depending on the continuity conditions required, were established. But in previous papers, not only the contradiction in general, but also the contradictions with respect to a given strong intuitionistic fuzzy negation were studied. This is due to the fact that in some applications, in order to fix a suitable model, not any negation is valid, but it is necessary to use a particular one. Thus, the problem of the axiomatization of the different types of contradiction measures regarding a given strong negation remained open. This is the main aim of the present work
